The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Ruot leading in the Pledge to the Flag. Roll Call was answered by Marcia Maynard, Don Henry, Larry Burgener, Joann Lower, Dave Little and Zach Hite. Employees present were Ramiro Estrada, Sandi Callison, Officer Lamb, Ed Hanley, Louis Jordan, Chief Maynard and Attorney for the Village, Liz Nohren was also present. Others present included Kevin Buckley, Evelyn Lowe, Ashley Johnston, Steve Hooper, Dave Boyd, Shawn Conlin, Robin Tolly, Ayn Owens, James Bland and Mike Reschke.

Little made the motion to approve the July Regular Meeting Minutes, Hite seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Maynard made the motion to approve the Bills to be Paid in August including the C.A.M.P. Sports ads for Fall and Winter, Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Little made the motion to approve the Treasurers Report, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Mayor Ruot called on Kevin Buckley who was in attendance to present audit findings for fiscal year 2013-2014. Buckley provided a copy for each council member to review and gave a brief explanation of the contents and recommendations.

Village Clerk, Mischelle Davis requested approval for the Treasurer to reimburse the Water and Sewer Department according to the tax levy audit adjustment. Little made the motion to approve that the Treasurer reimburse the Water and Sewer Department according to the tax levy audit adjustment, Maynard seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Davis also requested approval for the Treasurer to apply the Golf Course tax levy audit adjustment to the Golf Course outstanding debt. Lower made the motion to apply the Golf Course tax levy audit adjustment to the Golf Course outstanding debt, Little seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Chief Maynard requested approval to hire the four candidates that were interviewed at the July 31st Special Meeting. Burgener made the motion to approve hiring Anna Oldham, Travis Wolfe, Aaron Morgan and Daniel Thomas if approved by the Training and Standards Board, Hite seconded. Council voting Yes: Maynard, Burgener, Lower, Little and Hite. Abstain: Henry. No: None.

Attorney Nohren presented the Amended Special Use Ordinance #08/12/14-1. Maynard made the motion to approve Amended Special Use Ordinance #08/12/14-1, Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Attorney Nohren presented the Amended “No Parking” Ordinance #08/12/14-2. Maynard made the motion to approve Amended “No Parking” Ordinance #08/12/14-2, Little seconded. After discussion Little withdrew his motion second.

After further discussion regarding Main Street Parking Burgener made the motion to vacate Amended “No Parking” Ordinance 07/08/14-2, Henry seconded. Mayor Ruot requested that Burgener and Henry bring an acceptable alternative for Main Street Parking to the next regular meeting for approval.

Mayor Ruot stated that Council has been in discussions regarding refinancing the Golf Bonds. Two companies have shown interest and presented their proposals at previous meetings. Hite made the motion to approve refinancing the Golf Bonds through First Midstate, Inc., Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Mayor Ruot informed Council that the empty Keller Oil lot could be purchased for $10,000.00. Mayor Ruot stated that it could then be used for public parking. Mayor Ruot inquired if Council would be interested in owning the lot. After discussion Maynard made the motion to purchase the empty Keller Oil lot for $10,000.00, Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Street and Alley Superintendent Ramiro Estrada presented prices for replacing two tires on the John Deere backhoe and two tires on the Kabota. Maynard made the motion to approve purchasing the backhoe tires from Voudries Auto for $369.40 and also the Kabota tires from Voudries auto for $315.80, Burgener seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Maynard made the motion to adjourn, Little seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.
