The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Ruot leading in the Pledge to the Flag. Roll Call was answered by Marcia Maynard, Don Henry, Larry Burgener, Joann Lower, Dave Little and Zach Hite. Employees present were Ramiro Estrada, Ed Hanley, Chief Maynard, Officer Tallman and Attorney for the Village, Liz Nohren, was also present. Others present included Jack Crafton, Steve Hooper, Shelby County Sheriff Don Koontz, Jack Hannum, Tim Dowd, Mike Reschke and Officer McCall.

Burgener made the motion to approve the minutes of the November Regular Meeting, Maynard seconded. Council voting Yes: Maynard, Henry, Burgener, Little and Hite. Abstain: Lower. No: None.

Lower made the motion to approve the Bills to be Paid in December with additions and corrections, Maynard seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Hite made the motion to approve the Treasurer’s report, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Dave Little asked Chief Maynard to introduce the new Shelby County Sheriff. Chief Maynard introduced Sheriff Don Koontz and his Chief Deputy Rob McCall. Sheriff Koontz stated that he was in attendance so that people in Shelby County would be able to put a face with the name. Sheriff Koontz added that he would be attending the Village meetings or sending someone from his office to attend. Sheriff Koontz stated that he is happy to have been elected for the position of Sheriff and will work hard for our community. Mayor Ruot thanked Sheriff Koontz for attending and stated that he appreciates the support of the Sheriff’s office.

In New Business Mayor Ruot called on Jack Crafton to discuss the Peace Meal program. Mr. Crafton stated that he was in attendance to request the Villages continued support of the Peace Meal program. Crafton stated that they are providing meals to five shut-ins right now and they have anywhere from ten to fifteen for dinner each day. Crafton explained that the money they receive from the Village is used to pay for utility bills, etc. Crafton thanked Council for their past contributions. Maynard made the motion to donate $3,500.00 to the Moweaqua Senior Citizens for the Peace Meal Program, Little seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Next in New Business Mayor Ruot called on Chief Maynard to present a request from the Children’s Toy Depot Committee. Maynard explained that the Village has supported this cause for several years and that $500.00 has been budgeted for donation. Burgener made the motion to approve donating $500.00 the Toy Depot, Hite seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Attorney Nohren presented Tax Levy Ordinance #12/09/2014-1. Nohren explained that a copy of the Ordinance has been on file with the Clerk for public review for the last 30 days and can now be approved. Little made the motion to approve Tax Levy Ordinance #12/09/2014-1, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Attorney Nohren presented the Golf Course Lease Extension that will be effective February 24, 2015 through December 24, 2015. Nohren stated that the current lease payment amount is $5,000.00 to be paid $500.00 per month. Council was in agreement that the lease payment amount should be reduced to $4,000.00 to be paid $400.00 per month. All other terms remain the same. Lower made the motion to approve the 2015 Golf Course Lease Extension with amendments, Maynard seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Mayor Ruot requested discussion regarding use of funds from the newly imposed Business District Tax. Mayor Ruot reported that the Golf Course Funds are much improved but would like to be allowed to use funds collected from the Business District Tax. After lengthy discussion regarding the budgets of the Village of Moweaqua and the Moweaqua Golf Course Maynard made the motion to use Business Tax funds as needed for Golf Course Operations, Little seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.

Mayor Ruot reported that the recycling program is not working out as expected and requested Council opinion. After discussion Burgener made the motion to discontinue the recycling program indefinitely, Hite seconded. Council voting Yes: Maynard, Burgener, Lower, Little and Hite. No: Henry.

Mayor Ruot requested a motion to adjourn if there was no further business to come before Council…Burgener made the motion to adjourn, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, Little and Hite. No: None.
