The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Mike Reschke. Employees present were Boomer Neece, Chief McLearin, Paul Bollhorst, Louis Jordan and Officer Maynard. Others attending included Mike Tolly, Janie Wise, Steve Hooper, Joann Lower, Larry Morrell, Marcia Maynard and Don Whitlow.

Mahone made the motion to approve the minutes of the October Regular Meeting, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mahone made the motion to approve the Treasurer’s Report, Reschke seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Thomas made the motion to approve the Bills to be Paid in November, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe stated that the carpet in the meeting room will need to be cleaned after the high traffic on election day.

Mayor Lowe reported that a two years delinquent Community Development loan has been paid in full recently. Mayor Lowe stated that it was a pleasant surprise and the money will now be able to put to use again in the fund.

Mayor Lowe requested a report from Howard Wise concerning the TIF Meeting that was held on November 11, 2008. Wise reports that there was a moderate turn out for the meeting. Mr. Walker answered all questions and the discussion was informative as well. This meeting was a necessary step toward completion of the TIF.

In Committee Reports Reschke presented preliminary budget outlines to Mayor Lowe, King, Chief McLearin, Jordan and Neece for review. Reschke stated that the budgets are not set in concrete at this time but that he wanted the Departments to be thinking about the upcoming fiscal year. Mayor Lowe stated that the Departments all review and project their own budgets annually, usually around the first of the Year.

Zoning Administrator Paul Bollhorst asked Council if they would consider letting someone begin pouring concrete before their Variance had been formally approved. The applicant had requested permission to do so since it is getting so late in the year and the weather may not hold out much longer. Council was in agreement that the Variance must be approved before the project can be started.

The Clerk presented a request from the CAM Junior Class for the Village to sponsor a yearbook ad. The Village sponsors a full page ad annually in the yearbook. The cost remains $200.00. Wise made the motion to sponsor a full page yearbook ad for $200.00, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Reschke made the motion to donate $250.00 to the Moweaqua Revitalization Committee as was budgeted, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe presented Tax Levy Ordinance #11/12/2008-2. King made the motion to approve Tax Levy Ordinance #11/12/2008-2, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe presented Neighborhood Electric Vehicle Ordinance #11/12/2008-1. Mahone made the motion to accept Ordinance #11/12/2008-1, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Wise discussed the Helton Special Use issue again, reiterating that it should be null and void upon Mr. Helton selling the property or moving from it. When Helton no longer inhabits the property the additional shed will need to be removed. Mahone agreed stating that the shed is not a permanent structure and is only being allowed to house machinery and supplies for Helton’s business that has been operating from his home for the past 15 years.

Mayor Lowe requested a motion to enter Executive Session if there was no further public business to come before Council. Ruot made the motion to enter Executive Session to discuss Personnel Procedures, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mahone made the motion to end the Executive Session, Reschke seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.
