The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag. Roll Call was answered by Tatum Plain, Dana Shuster, Marcia Maynard, Joann Lower, Mike Reschke and Shawn  Conlin. Employees present were Lola Allen, Ramiro Estrada, Chief Maynard, Louis Jordan, Mischelle  Davis and  Attorney for  the Village, Ed Flynn was also   present.

Village  Engineer  Steve Bainbridge  was also in attendance.

Lower made the motion to approve the Consent Agenda with additions and corrections, Conlin seconded. Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

In New Business, Village Engineer Steve Bainbridge presented Burdick Plumbing and Heating Pay Estimate #9. After discussion, Maynard made the motion to approve Burdick Payment Estimate #9 in the amount of $102,704.40, Reschke seconded. Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Attorney Flynn presented J.B. Seeds Annexation Agreement and Ordinance

#2017-17. If approved by Council J.B. Seeds commonly known as 600 E. Main St., will become a part of the corporate limits of the Village and will be zoned 1-1 “Industrial District”. Conlin made the motion to approve J.B. Seeds Annexation Agreement and Ordinance #2017-17, Plain seconded. Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and  Conlin.  No:   None.

Attorney Flynn presented Ordinance #2017-18 Amending the General Duties of the Mayor. The Ordinance states that “It shall be within the Mayor’s discretion to make payments, purchases, to enter into contracts and make acquisitions no more than Five Hundred Dollars ($500.00) when the Mayor deems that said expenditure is in the best interest of the Village.” After discussion Plain made the motion to approve Ordinance #2017-18 with amended clause “emergency purchases”, Conlin seconded. Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Attorney Flynn presented Ordinance #2017-19 Authorizing the Continuous Deposit of Public Funds in Certain Banks. The specific banks are DeWitt Savings Bank, Ayars Bank, Shelby County State Bank and Illinois Funds operating as a Local Government Interest Pool.  Maynard made the motion to Approve Ordinance

#2017-19 Authorizing the Treasurer to Maintain the Continuous Deposit of Public Funds in Certain Banks, Shuster seconded. Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Attorney Flynn presented Ordinance 2017-20 Amending the Solicitors Permit Application Process and Criteria. The Village will require up to 10 working days to process applications.  There will be an application fee of $100.00 and permit fee  of

$50.00 per person, per day. After review Lower made the motion to approve the Amended Solicitors Application and Ordinance #2017-20, Conlin seconded.

Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Lower presented an estimate from L.D.H. Electric for running electrical to the Treasurer’s new work station. After discussion Conlin made the motion to approve the $800.00 quote from L.D.H. Electric for running electrical to the Treasurer’s  work station, Plain seconded. Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Lower presented an estimate from Hawkins Home Improvement for roofing the Village Hall Far;:ade. After discussion and looking at the roofing samples Maynard made the motion to approve the quote of $2,416.85 for O.C. Woodcrest shingles and labor, Lower seconded. Council voting Yes: Plain, Maynard, Lower, Reschke and Conlin.  No: Shuster.

Street and Alley Superintendent Ramiro Estrada presented a quote from Midwest Concrete for concrete repairs to be done to an uptown sidewalk, planter walls and walls around a manhole. After discussion Shuster made the motion to approve the quote of $6,100.00 form Midwest Concrete for repairs to uptown sidewalk, planter and manhole, Conlin seconded. Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.

Reschke made the motion to enter Executive Session Regarding Pending Litigation, Real Estate and Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees, Plain seconded. Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and  Conlin.  No:  None.

Conlin made the motion to end Executive Session, Reschke seconded. Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and  Conlin.  No:   None.

Mayor Neece requested a motion to adjourn if there was no further business to come before Council.  Conlin made the motion to adjourn, Lower seconded.

Council voting Yes: Plain, Shuster, Maynard, Lower, Reschke and Conlin. No: None.  Meeting adjourned at 9:46  P.M.
