The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Ruot leading in the Pledge to the Flag. Roll Call was answered by Marcia Maynard, Don Henry, Larry Burgener, Joann Lower and Zach Hite. Dave Little was absent. Employees present were Louis Jordan, Ramiro Estrada and Ed Hanley. Others present included Dave Boyd, Steve Hooper and Mike Reschke.
Burgener made the motion to approve the minutes of the March Special Meeting, Maynard seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Lower made the motion to approve the minutes of the March Regular Meeting, Henry seconded. Council voting Yes: Henry, Burgener, Lower and Hite. Abstain: Maynard. No: None.
Burgener made the motion to approve the Bills to be Paid in April with additions and corrections, Hite seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Hite made the motion to approve the Treasurer’s Report, Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Mayor Ruot reported talking with Village Attorney Liz Nohren regarding the property at 310 S. Plum. This property has been vacant and deteriorating for several months now. Per Attorney Nohrens recommendation Mayor Ruot requested approval to order the Minutes of Foreclosure from the title company and contact the family to sign a Quit Claim Deed. Maynard made the motion to approve ordering the Minutes of Foreclosure from the title company for 310 S. Plum and to contact the family to sign a Quit Claim Deed, Hite seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
In Attorney Nohrens absence Mayor Ruot presented Employee Health Insurance Ordinance #2015-2. After discussion Maynard made the motion to approve Employee Health Insurance Ordinance #2015-2, Lower seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Water & Sewer Superintendent Louis Jordan presented a quote from Peerless Midwest for maintenance on wells 18 and 19. After discussion Lower made the motion to have Peerless Midwest replace pump bowl assemblies on wells 18 and 19 and check valve at a cost of $3,715.00 plus 10 to 12 hours labor at $195.00 per hour, Hite seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Mayor Ruot presented a request from Darrell Best who is with the Old River Chapter of A.B.A.T.E. of Illinois. Best explained that for 29 years May has been proclaimed Motorcycle Awareness Month in the State of Illinois. Best stated that Motorcycle Safety and Awareness Proclamations promote a positive attitude for all road users. After discussion Maynard made the motion to approve the Motorcycle Awareness Month Proclamation, Burgener seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Street and Alley Superintendent Ramiro Estrada requested approval to hold the Annual Clean Up Days May 6th through 9th. Estrada stated that Advanced Disposal quoted a cost of $360.00 per dumpster. Maynard made the motion to approve having the Village Annual Clean Up Days May 6th through 9th and paying Advanced Disposal $360.00 per dumpster, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower, and Hite. No: None.
Mayor Ruot requested approval to set a date for the Year End Annual Meeting. After discussion Burgener made the motion to approve holding the Year End Annual Meeting on April 29th at 6:30 p.m., Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
Mayor Ruot requested a motion to adjourn if there was no further business to come before Council. Burgener made the motion to adjourn, Henry seconded. Council voting Yes: Maynard, Henry, Burgener, Lower and Hite. No: None.
