The Year End Annual Meeting of the Moweaqua Village Council was called to order by Mayor Tolly leading in the Pledge to the Flag. Roll Call was answered by Marcia Maynard, Larry Burgener, Steve Ruot, Jim Mahone and Mike Reschke. Employees present were Ramiro Estrada, Louis Jordan, Sandi Callison and Lola Allen. Others present included Dick and Barbara Jostes, Evelyn Lowe, Malcom and Norma Stewart, Bill McDaniel, Gene and Joann Lower, Janice Mahone and Mike and Laura Seitz.

Mahone made the motion to approve the Year End Bills to Be Paid, Burgener seconded. Council voting Yes: Maynard, Burgener, Ruot, Mahone and Reschke. No: None.

Maynard reported for the Health and Safety Committee receiving another call concerning the property located at 329 E. Warren. Several lawn mowers are being allowed to run late into the evening. Maynard wanted to make Council aware that there continues to be a problem.

Ruot reported for the Police Committee that Chief Maynard will become a member of the ILEAS Team. The Village will be reimbursed for Maynard’s training. Ruot stated that attention should be paid to how often Maynard is called out for ILEAS so as not to interfere with his duties as Chief of Police.

Water and Sewer Superintendent Louis Jordan reported that the Railroad Avenue tile project is a success. During the recent heavy rains drainage was much more efficient in the Maple and Plum Street areas. Mayor Tolly agreed saying that he had inspected those areas himself and found that they were draining more quickly.

Mayor Tolly stated that several applications for the Community Development Director position were received by the deadline and the interview process will begin. Mayor Tolly would like to schedule a Special Meeting to review the applications.

Mayor Tolly also reported being contacted by Representative Adam Brown who received our Resolution and is also against the TIF act being changed. Brown assured Mayor Tolly that he will work diligently on behalf of ours and other TIF communities to see that this legislation does not pass.

Finance Committee Chairman Mike Reschke presented the amended 2011-2012 budget. After Council reviewed the changes, Reschke made the motion to approve the amended 2011-2012 Fiscal Year Budget, Mahone seconded. Council voting Yes: Maynard, Burgener, Ruot, Mahone and Reschke. No: None.

Mayor Tolly requested ratification of last months motion to continue membership with the Route 51 Coalition. Mahone made the motion to pay $500.00 to the Route 51 Coalition for annual membership dues, Ruot seconded. Council voting Yes: Maynard, Burgener, Ruot, Mahone and Reschke. No: None.

Mahone made the motion to adjourn, Ruot seconded. Council voting Yes: Maynard, Burgener, Ruot, Mahone and Reschke. No: None.

A reception was held immediately following the Year End Meeting for James Mahone who has served the last 22 consecutive years on the Village Board of Trustees. Mahone was presented a jacket embroidered with the Village Seal and an engraved plaque commemorating his years of service.
