The Year End Annual Meeting was called to order by Mayor Tolly leading in the Pledge to the Flag. Roll call was answered by Marcia Maynard, Howard Wise, Mark Thomas, Steve Ruot and Mike Reschke. Employees present were Louis Jordan, Lola Allen and Ramiro Estrada.

Reschke made the motion to approve the Year End Bills to be Paid, Ruot seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Mayor Tolly began his report by saying that this marks the end of his first year as Mayor. Mayor Tolly stated that the long search for a Police Chief has finally ended as has the search for full and part time officers. The Police Department is now fully staffed and functioning. Mayor Tolly is happy to announce that the Dollar General Store will be opening up possibly by the end of summer and Casey’s is now open. Casey’s will have their Grand Opening soon. Mayor Tolly stated that the Census is taking place this year and training for census employees has been located in the Village Hall this week. Moweaqua residents have already turned in approximately 82{d3bb7c3d20bb2c333f8bbb4cc4dee311415bccd1d2e8a98d1fef6c9530e85137} of their questionnaires and according to the Census official this is a high rate for this and surrounding areas. Mayor Tolly reported that a new Zoning Administrator has been appointed. He believes the Zoning Board will be more efficient now in part because of Attorney Antoline’s supervision of recent projects. Zoning is particularly active at this time and in talking with Keith Moran, Mayor Tolly is confident that more opportunities are coming our way. At the next Regular Meeting on May 13, 2010 the new committees will be announced. Mayor Tolly thanked Council members and employees for their service and stated that he hopes this next year will run smoothly and productively.

In New Business Mayor Tolly called on Thomas to discuss Employee Wages.

Thomas explained that the Personnel Committee has made a recommendation regarding employee wages. Thomas stated that the recommendation should be reviewed by the Finance Committee before final approval.

Mayor Tolly requested a motion to enter Executive Session for further discussion.

Ruot made the motion to enter Executive Session to discuss Employee Wages, Reschke seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Ruot made the motion to end Executive Session, Reschke seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Thomas made the motion to table discussion about Employee Wages until the next Regular Meeting, Ruot seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Next in New Business Mayor Tolly reported that Attorney Antoline has recommended rescinding the Worthy Special Use Permit. Day Care is not a permitted Special Use in the B-1 zone. This could possibly pose a liability risk for the Village if the permit is allowed. After discussion Reschke made the motion to rescind the Worth Special Use Permit per Attorney Antoline’s advice and waive the fee for reapplication for living quarters only, Ruot seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Further in New Business Mayor Tolly announced that Trustee Mark Thomas has turned in his resignation. Wise made the motion to accept Thomas resignation, Maynard seconded. Council voting Yes: Wise, Maynard, Thomas, Ruot and Reschke. No: None. Mayor Tolly thanked Thomas for his service on the Village Board of Trustees.

Ending New Business Mayor Tolly explained that he was notified in advance of Thomas resignation and has spent some time finding someone who would be a good candidate for replacement. Mayor Tolly suggested Larry Burgener if Council was in agreement. Burgener has served as a Trustee for the Township and Fire Department. Maynard made the motion to appoint Larry Burgener to the Village Board of Trustees, Ruot seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.

Mayor Tolly requested a motion to adjourn if there was no further business to come before Council. Reschke made the motion to adjourn, Ruot seconded. Council voting Yes: Maynard, Wise, Thomas, Ruot and Reschke. No: None.
