The Year End Annual Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Mike Reschke. Employees present were Chief Paddock, Lola Allen, Rodney Phillips, Ramiro Estrada, Paul Bollhorst, Sandi Callison, Louis Jordan and Officer Maynard. Others present included Peggy Bright, Bob & Cheryl Gerhold and grandchildren, Carl & Mary Ann Stiner, Jim Allen, Shirley Bollhorst, Leto Voudrie, Steve Hooper, LeAnn Estrada, Mike Tolly, Marshall & Iona VanFleet, Dean & Kathy Voudrie, Dallas & Nancy Seitz, Malcolm & Norma Stewart, Shirley Allen, Cinda Jordan, Terry & Bev Yoder, Bob Flider, Marcia Maynard, Matt Maynard, Millie Horton, Keith Moran, John & Marlene Craig, Don & Ruth Wright, Angie Knight, Dick & Barbara Jostes, Larry & Chris Zindel, Bill & Randi Hall, Arnetta Neimuth, Virginia Lawton and Chuck Hess.

Mayor Lowe called on Representative Bob Flider who was in attendance to wish Mayor Lowe well as her term ends April 30, 2009. Mayor Lowe was presented a plaque from the State of Illinois bearing a Certificate of Appreciation. Flider stated that he had worked on several projects with Mayor Lowe and commended her for her years of devoted service. Mayor Lowe expressed her gratitude for the recognition.

Thomas made the motion to approve the Year End Bills to be Paid with the exception of EDG and Jacob and Associates, Ruot seconded. Council voting Yes: Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Wise made the motion to approve the March Special Meeting Minutes, Mahone seconded. Council voting Yes: Wise, Ruot, Mahone and Reschke. Abstain: Thomas. No: None.

Wise presented TIF Amendment Ordinance 4/30/2009-1. Three parcels were removed from the TIF area. Ruot made the motion to approve TIF Amendment Ordinance 4/30/2009-1, Wise seconded. Council voting Yes: Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Wise introduced Keith Moran of Development & Municipal Initiatives, LLC who was in attendance to discuss a Professional TIF Services Agreement proposal. Moran provided Council with a draft of the agreement and explained what services are included in the agreement. Council will make a decision concerning the TIF Professional Services Agreement at the next Regular Meeting.

Mayor Lowe reported that Chief Paddock has spoken to the owner’s of Papa Ronnie’s about a sign reserving parking for Peace Meal guests. Chief Paddock stated that the owners of Papa Ronnie’s have no objection to the sign. Mahone stated that installing a new sign requires an ordinance and requested that it be on the June Regular Meeting Agenda.

Clerk Davis reported that the annual spring clean up days are scheduled for Wednesday, May 6th through Friday, May 8th from 8:00 A.M. to 6:00 P.M. and Saturday, May 9th from 7:00 A.M. to 12:00 P.M. However, Village employees will begin picking up items for Senior Citizens on Tuesday, May 5th .

Jordan requested approval to pay $34,237.69 from Water & Sewer account 51.241 to General Fund account 01.142. Ruot made the motion to pay $34,237.69 from the Water & Sewer account to the General Fund, Reschke seconded. Council voting Yes: Wise, Thomas, Ruot, Mahone and Reschke. No. None.

Mayor Lowe reported that she has taken some pictures of a veterans memorial and would like to see a memorial similar to it be erected at the Memorial Tree Park. She has two more sites to visit and get pictures and will provide more information about it at a future meeting.

Clerk Davis presented a request for donations from the Moweaqua Public Library for the Summer Read Program. After discussion Ruot pointed out that since the Library is a taxing body the Village may not be able to donate. He will find out more for the next meeting.

As Mayor Lowe’s term ends Water & Sewer Superintendent Louis Jordan presented her with a plaque in recognition of her years of service and on behalf of all the Village employees wished her well in the future. Mayor Lowe thanked the Village employees.

Clerk Davis then called on the newly elected Mayor, Michael Tolly and Trustees Marcia Maynard, Steve Ruot and Howard Wise to be formally sworn in for four year terms beginning May 1, 2009.

Mayor Tolly requested a motion to adjourn if there was no further business to come before council. Ruot made the motion to adjourn, Wise seconded. Motion carried. Meeting adjourned at 7:35 followed by a reception for former Mayor Lowe.
