The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Ruot leading in the Pledge to the Flag. Roll Call was answered by Boomer Neece, Don Henry, Marcia Maynard, Joann Lower, Mike Reschke and Shawn Conlin. Employees present were Louis Jordan, Chief Maynard, Ramiro Estrada and in Attorney Nohrens absence, Kaylee Boehm, was also present. Others present included Steve Bainbridge and Lonnie Horton.

Neece made the motion to approve the November Regular Meeting Minutes, Henry seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Maynard made the motion to approve the November Special meeting minutes, Conlin seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. Abstain: Reschke. No: None.

Neece made the motion to approve the Bills to be Paid in December with additions and corrections, Lower seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Reschke made the motion to approve the Treasurer’s Report, Neece seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

In her Buildings and Grounds Committee Report Joann Lower presented a quote from L.D.H. Electric for replacement and repair of some of the lighting in the Police Department. L.D.H. will replace 3 fixtures and repair 2 for $654.20. After discussion Neece made the motion to approve the quote from L.D.H. Electric for replacement and repair of 5 light fixtures in the Police Department and in addition, requested that the 8 foot fixture in the Police Department garage be replaced as well, Lower seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Attorney Boehm presented Tax Levy Ordinance #2016-16. A draft of the Tax Levy Ordinance has been available for review for the past 30 days. Neece made the motion to approve Tax Levy Ordinance 2016-16, Conlin seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Mayor Ruot called on Village Engineer Steve Bainbridge who was in attendance to discuss finalizing the EPA Water Plant loan. Bainbridge explained that an addition to the Agreement for Engineering Services is required for the final EPA Loan approval. The addition states that the Engineer shall complete their Construction Engineering and related professional services work within 60 days of the construction completion date. Neece made the motion to approve the Amendment to the Agreement for Engineering Services for the New Water Treatment Plant and Well 21, Maynard seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Bainbridge presented invoice #21186 in the amount of $37,837.46. Bainbridge stated that this is for the new Moweaqua Water Treatment Plant Construction Engineering Services through November 2016. Lower made the motion to approve payment of BGM Invoice #21186 for Engineering Services in the amount of $37,837.46, Reschke seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Mayor Ruot requested Council opinion regarding the property located at 502 S. Plum. Mayor Ruot stated that since the Village has taken possession they need to decide what they want to do with it. Mayor Ruot informed Council that he knows of a possible buyer. Neece stated that he is interested in getting involved with Habitat for Humanity. Attorney Boehm stated that she is affiliated with that organization and can get Neece in touch with the right person for more information.

Mayor Ruot presented a quote from Chris Cutler of Gallagher Insurance Company for Employee Health Insurance. Mayor Ruot stated that Cutler is offering a plan with Health Alliance which will keep premiums at almost the same rate that is being paid now. After discussion Council was in agreement not to change health insurance companies at this time.

Louis Jordan informed Council that he has obtained some rough estimates for installing a water main to the Golf Course. Jordan stated that the parts would cost approximately $45,000.00 to $50,000.00, the digging, approximately $10,000.00 and the EPA permits, $3,000.00. Jordan explained that these are just preliminary figures so that Council can decide whether or not to proceed with the project. The project is also contingent upon obtaining the required easements. After discussion Neece made the motion to approve that BGM begin with the preliminary engineering for the project to install a water main to the Golf Course, Lower seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.

Chief Maynard requested approval to purchase gun sights from Summers Supply Co. Summers Supply quoted a price of $4,859.96 for two sights. Maynard made the motion to approve purchasing gun sights from Summers Supply for $4,859.96 from the Police Drug Alcohol Account, Henry. No: None.

Mayor Ruot requested a motion to adjourn if there was no further business to come before Council. Maynard made the motion to adjourn, Henry seconded. Council voting Yes: Neece, Henry, Maynard, Lower, Reschke and Conlin. No: None.
