The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Dowd. Roll Call was answered by Fain McFarling, Jim Mahone, Phil Beckett, Evelyn Lowe, Cinda Jordan and Jon King. Employees present were Pam Workman, Louis Jordan,Angela LockeAnd Chief Smith. Others present were Ben and Donna Caplinger and Ebony Tillman from The Golden Prairie News.

Beckett made the motion to approve the minutes of the Regular Meeting , McFarling seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No; none.

Mahone made the motion to accept the Treasurer’s Report, Beckett seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No; none.

After an addition of two billings to the Police Dept. Mahone made the motion to approve the Bills to be Paid, Beckett seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No; none.

Randy Grigg was scheduled to be here, but could not be here. He was wanting to ask the Village to Pressure Triax Cable to abide by their promises when their franchise was renewed by the Village. Mayor Dowd will speak to them.

Donna Caplinger appeared before the Council with a petition for the abandonment of leaf burning in the Village. Mrs. Caplinger also was representing the Central A & M Football Team. They were practicing one evening and couldn’t even see the goal post at the other end of the field. Mahone stated the Village is aware of this problem, but we need an alternative way to get rid of the leaves. After much discussion, it was decided the Health Committee would check into alternatives.

Lowe made the motion to accept the recommendation of the Zoning Board to approve the Variance Applied for by Larry Denton to build a 26 x 36 garage behind an existing garage 2 ft. from the North Property Line at 106 Humphrey Dr., Beckect seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No: none.

Mayors Report:

Mayor Dowd stated we need to get started on the Codification again. The Il. Codification Service has sent their suggestions and now the Council needs to approve or dis-approve. After discussion, King made the motion to raise the cost of applying for a Variance or a Special Use Permit to $60.00, Beckett seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No: none.

Beckett made the motion to donate $100.00 to the Toy Depot (take from the unspent budget account 01-11-998), McFarling seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No: none.

Mahone made the motion to go with the design on the signs for the North and South entrances to Moweaqua without the bottom line, King seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No: none.

Attorneys Report:

Attorney Little reported he finally received all the documents for the annexation of the Nursing Center and all the papers have been filed with the County.

He also reported Ameritech probably will not sign the lease to erect a tower for Cellular phone service.

Committee Reports:

Street & Alley: King reported he has not heard any more from Bodine about the 4-way Flashing Light.

The State said they had no requirements of what had to be done at the crossroad of Main and Rte 51 Through the Village . Mayor Dowd will check into this further.

Bldg. & Grounds

Jordan reported receiving a letter from Bethany about what they do about leaf burning. She had nothing else to report.

Water & Sewer: Lowe made the motion to move the balance of the Unspent Budget (01-11-998) the amount of $1331.35 to Misc. Expenses (01-11-929) Mahone seconded. Council voting Yes: McFarling, Mahone, Beckett, Lowe, Jordan and King. No: none.
