REGULAR MEETING

January 12, 2021

     The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag.  Roll Call was answered by Kenny Long, Dana Fore, Shawn Conlin, J.D. Malone, Josh Whitney and Sean Hayes.  Employees present were Ramiro Estrada, Brad Sams, Chief McReynolds, Mischelle Davis and Attorney for the Village Scott Garwood was also present.  Others attending included Brad Metzger and Mark Bingham.

     Conlin made the motion to approve the Consent Agenda with additions and corrections including the December Regular Meeting Minutes, Bills to be Paid in January and Treasurer’s Report, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Attorney Garwood presented Ordinance #2021-01 Amending the Liquor Code to Allow Nineteen and Twenty Year Olds to Serve alcoholic Liquor Under Class A, B and D Licenses.  After discussion Conlin made the motion to approve Ordinance #2021-01 Amending the Liquor Code to Allow Nineteen and Twenty Year Olds to Serve Alcoholic Liquor Under Class A, B and D Licenses, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Attorney Garwood presented Ordinance #2021-02 Amending Ordinance #2019-19 Establishing Project Costs and Authorized Loan Amount of $825,195.00 to $1,150,000.00.  Conlin made the motion to approve Ordinance #2021-02 Amending Ordinance #2019-19 Establishing Project Costs and Authorized Loan Amount of $825,195.00 to $1,150,000.00, Hayes seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Engineer Mark Bingham presented bids for Division A: Watermain Replacement and Lead Service Removal & Replacement Project and Division B: Water Tower/ Ground Storage Tank Maintenance Project.  For Division A: Watermain Replacement and Lead Service Removal & Replacement, two contractors submitted bids.  The low bid was $390.756.00 submitted by Petersburg Plumbing & Excavating.  After discussion Fore made the motion to approve awarding contract to Petersburg Plumbing & Excavating for Water System Improvements Division A: Watermain Replacement & Lead Service Removal and Replacement for $390,756.00, Whitney seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     For Division B: Water Tower/Ground Storage Tank Maintenance, three contractors submitted bids.  The low bid was $572,920.00 submitted by Hanfland Painting Contractors.  Whitney made the motion to approve awarding contract to Hanfland Painting Contractors for Water System Improvements Division B: Water Tower/Ground Storage Tank Maintenance for $572,920.00, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mayor Neece submitted an invoice from Ameren Illinois in the amount of $9,039.00 due in advance of installation of nine new streetlights along the East Main Bike and Walking Path.  Whitney made the motion to approve advance payment to Ameren Illinois in the amount of $9,039.00 for the installation of nine new streetlights along the East Main Bike and Walking Path, Fore seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

      Street and Alley Superintendent Brad Sams requested approval to purchase a welder.  He found a welder on sale at Farm & Fleet for approximately $800.00.  Malone suggested that Sams check with Bodine for a refurbished welder before purchasing from Farm & Fleet.  Fore made the motion to approve purchasing a welder not exceeding $800.00, Hayes seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Water & Sewer Superintendent Ramiro Estrada requested approval to purchase an aerator motor from Bodine for $3,937.00.  Fore made the motion to approve purchasing an aerator motor from Bodine for $3,937.00 Conlin seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Conlin made the motion to enter Executive Session regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee, pending litigation and/or Real Estate, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Conlin made the motion to adjourn, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:   None.
