The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Mike Reschke. Employees present were Officer Maynard, Officer Hess, Lola Allen, Paul Bollhorst, Louis Jordan and Attorney for the Village, Mike Antoline was also present. Others attending included Steve Hooper, Dave Boyd, Marica Maynard, Gene Lower, Mike Tolly, Brad Davis, Barb Davis, Don Whitlow, Brad Kerby, Randy Grigg, Ron and Carolyn Smull, Tim Dial, Jerry and Susan Paradee, Ed Heck, Jerit Medler, Patty Jordan and June Svendsen.

King made the motion to approve the minutes of the December Regular Meeting, Wise seconded. council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Reschke made the motion to approve the Treasurer’s Report, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Thomas made the motion to approve the Bills to be Paid in January, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

First in New Business Mayor Lowe called on Ed Heck to present a Community Loan request from Stoney Falk. Heck explained that Mr. Falk has requested $7,500.00 for renovations and to start a small engine repair business at the old hotel building. Heck reports that Falk’s credit is above average and he can provide sufficient collateral. Details of the loan request are on file with the Clerk. The Community Development Committee has voted unanimously in favor of granting the loan. Wise brought to the attention of Council that there would be gasoline on the premises and that may pose a fire hazard. After discussion Mahone made the motion to approve loaning Stoney Falk $7,500.00 for renovations and start up of a small engine repair shop pending an inspection and report by Fire Chief Larry Minott, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Gene Lower was in attendance to present a petition of approximately 180 signatures of Moweaqua residents in support of Officer Maynard for Police Chief. Lower expressed that the general consensus is that Maynard is well liked in the community and has thus far done a good job. Lower requested that Council consider their petition.

Attorney Antoline presented Minott’s Variance Ordinance #1/13/2009-1 for #4 Hunter Ct. Thomas made the motion to approve Ordinance 1/13/2009-1, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Attorney Antoline presented Lower’s Variance Ordinance #1/13/2009-2 for #3 Allen Dr. Thomas made the motion to approve Ordinance 1/13/2009-2, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Attorney Antoline presented Dedication of Properties Ordinance #1/13/2009-3. The dedication of properties is for right of way for public roadway and easement purposes. King made the motion to approve Ordinance #1/13/2009-3, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Attorney Antoline reports that the Ballinger’s of Vista Securities have indicated to him that they are willing to demolish the house at 325 N. Macon Street at no cost to the Village. Wise questioned whether or not the demolition would be done according to the Village’s standards. Antoline stated that Village code would have to be followed.

The Clerk requested ratification of December’s motion to have the meeting room lights replaced. King made the motion to replace the ceiling lights in the Village Hall meeting room, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

The Clerk requested ratification of December’s motion to pay first time membership dues of $60.00 to the Moweaqua Community Ambulance Service. Reschke made the motion to pay first time membership dues in the amount of $60.00 to the Moweaqua Community Ambulance Service, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe requested a motion to enter Executive Session to discuss Personnel and Contract issues. Wise made the motion to enter Executive Session, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Thomas made the motion to end the Executive Session, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

King made the motion to loan the Village of Moweaqua Golf Course up to $15,000.00 to be reimbursed by December 31, 2009, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe requested a motion to adjourn if there was no further business to come before Council. King made the motion to adjourn, Reschke seconded. Motion carried. Meeting adjourned at 8:37 P.M.
