The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag.  Roll Call was answered by Tatum Plain, Dana Shuster, Marcia Maynard, Joann Lower, Mike Reschke and Shawn Conlin.  Employees present were Ramiro Estrada, Louis Jordan, Chief Maki, Officer Wood, Amy Malone, Dave Little, Lola Allen, Mischelle Davis, and Attorney for the Village, Ed Flynn was also present.  Others present included Steve Hooper, Gary & Janie Boulware, Skip Hatch, Brandon Rarick and Scott and Cathy Carter.

Conlin made the motion to approve the Consent Agenda with additions and corrections, including the June Regular Meeting Minutes, Bills to be Paid in July and Treasurer’s Report, Plain seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower and Conlin.  Abstain:  Reschke.  No:  None.

In New Business, Village Engineer Steve Bainbridge presented the bid tabulation for the Street and Alley Maintenance Building.  Out of the four bids, Building Systems of Illinois came in the lowest at $320,317.00 for a 66’ x 136’ building.  Bidders were also asked to submit bids for a smaller 66’ x 105’ building.  After discussion Reschke made the motion to approve the bid of $320,317.00 from Building Systems of Illinois for a 66’ x 136’ maintenance shed, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Attorney Flynn presented Budget Appropriation Ordinance #2018-30.  After discussion Maynard made the motion to approve Budget Appropriation Ordinance #2018-30, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Attorney Flynn presented Ordinance #2018-32 amending the Neighborhood Electric Vehicles Code.  The amended Ordinance excludes the requirement that all neighborhood electric vehicles must display a yellow flashing beacon while in operation.  Conlin made the motion to approve amended Neighborhood Electric Vehicles Ordinance #2018-32, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Attorney Flynn presented Ordinance #2018-33 amending the Animal Code.  The amended Ordinance permits Beekeeping.  After discussion Shuster made the motion to approve Amended Animal Ordinance #2018-33 permitting Beekeeping, Lower seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower and Conlin.  No:  Reschke.

Shuster presented a proposal from Anderson Electric to provide labor and material to connect three existing disconnects to three aerators at the Sewer Treatment Plant.  After discussion Maynard made the motion to approve the proposal from Anderson Electric to connect three existing disconnects to three aerators at the Sewer Treatment Plant, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Brandon Rarick of A.C.T.S LLC presented a quote for a security router and VLAN setup.  After discussing the proposed changes, Maynard made the motion to approve the quote from Rarick for security router and VLAN setup, Lower seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Shuster made the motion to enter Executive Session Regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee, pending litigation and real estate, Plain seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Maynard made the motion to end Executive Session, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

Conlin made the motion to adjourn, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.
