The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Ruot leading in the Pledge to the Flag. Roll Call was answered by Boomer Neece, Don Henry, Marcia Maynard, Joann Lower and Shawn Conlin. Mike Reschke was absent. Employees present were Louis Jordan, Ramiro Estrada and Attorney for the Village, Liz Nohren was also present. Others present included Terry, Matt and Megan Cox.

Neece made the motion to approve the Minutes of the June Regular Meeting, Maynard seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. No: None.

Lower made the motion to approve the Bills to be Paid in July with additions and corrections, Neece seconded. Council voting Yes: Neece, Henry, Lower and Conlin. Abstain: Maynard.

Neece made the motion to approve the Treasurer’s Report, Lower seconded. Council voting yes, Neece, Henry, Maynard, Lower and Conlin. No: None.

In New Business Mayor Ruot stated that Leigh Postin, Sandi Henderson and Barbara Zindel were in attendance at the last Regular Meeting requesting a donation to the Christmas on Main fund. Because it was not on the Agenda it could not be formally voted on. Mayor Ruot requested a motion to donate to the Christmas on Main fund if Council was in agreement. Neece made the motion to donate $500.00 to the Christmas on Main fund, Maynard seconded. Council voting Yes: Neece, Henry, Maynard and Lower. Abstain: Conlin. No: None.

Attorney Nohren presented the 2016-2017 Budget Appropriation Ordinance #2016-8. The Ordinance has been on file with the Clerk for public review for thirty days and can now be approved. Maynard made the motion to approve the 2016-2017 Budget Appropriation Ordinance #2016-8, Neece seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. No: None.

Attorney Nohren presented Real Estate Purchase Ordinance #2016-9. By approving Ordinance #2016-9 Council agrees to purchase the parking lot at the corner of North Main and Madison Streets for $12,000.00. Conlin made the motion to approve Real Estate Purchase Ordinance #2016-9, Lower seconded. Council voting Yes: Henry, Maynard, Lower and Conlin. No: Neece.

Attorney Nohren discussed property located at 330 S. Plum stating that it has been abandoned. The grass is not being mowed, the yard is full of debris, and the taxes have not been paid. The Shelby County Health Department has been contacted to inspect and Attorney Nohren will follow up with them to confirm whether or not the property is deemed dangerous and unsafe. Attorney Nohren stated that if it is deemed dangerous and unsafe she will be able to file a Complaint for Judicial Deed. After discussion regarding the condition of property located at 330 S. Plum, Maynard made the motion to approve that Attorney Nohren Proceed with filing a Complaint for Judicial Deed for 330 S. Plum, Lower seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. No: None.

Street and Alley Superintendent Ramiro Estrada requested approval to hire Ozier Tree Service to remove a storm damaged tree located on the boulevard at 230 N. Macon. Cost of the removal is $675.00. Neece made the motion to approve hiring Ozier Tree Service to remove a storm damaged tree for $675.00, Lower seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. No: None.

Mayor Ruot requested a motion to adjourn if there was no further business to come before Council. Neece made the motion to adjourn, Conlin seconded. Council voting Yes: Neece, Henry, Maynard, Lower and Conlin. No: None.
