The June Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Mike Tolly, Mark Thomas, Steve Ruot, Jim Mahone and Louise Weakly. Employees present were Boomer Neece, Louis Jordan, Paul Bollhorst and Rob Maynard. Others present were Bill Chasteen, Connie King, David Boyd and Kathy Forston.

Mayor Lowe informed Council that Attorney Mike Antoline could not be present due to the death of his father. A copy of the obituary was given to each council member. Flowers are usually sent to the funeral home by the Village but we did not know about Mr. Antolines death in time. The obituary suggested that in lieu of flowers donations may be made to Cure Autism Now. After a brief discussion Mahone made the motion to donate $50.00 to the Cure Autism Now Foundation, Weakly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Tolly made the motion to approve the minutes of the May Regular Meeting, Ruot seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

King made the motion to approve the Treasurer’s Report, Tolly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Tolly made the motion to approve the Bills to be Paid in June, Weakly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Mayor Lowe provided all council members with a copy of her 2004-2005 Committee Recommendations for review. Ruot made the motion to accept Mayor Lowe’s Committee Appointments for 2004-2005, Tolly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Next in New Business Mayor Lowe called on Street Superintendent Boomer Neece. Neece informed Council that there are four trees on city property that need to be cut down and one tree that needs trimmed. Southard Tree Service will cut down the four trees and trim one for $1,400.00. Mahone made the motion to approve paying Southard $1,400.00 to cut down four trees and trim one, Weakly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Neece also requested permission to purchase a leaf blower for $299.95 and a sidewalk edger for $334.95. Barbara Jostes has offered to pay half for both pieces of equipment which amounts to $317.45. Mahone made the motion to approve purchase of a leaf blower and sidewalk edger, Thomas seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Next in New Business Water & Sewer Superintendent Louis Jordan requested approval to hire four people to go door to door throughout Moweaqua to conduct a survey in conjunction with the water plant grant application. Jack Stewart of JAKK Consulting will train the four employees before the survey. Mahone made the motion to approve the Water Department hiring four employees at $6.00 per hr. to lead the grant survey, Weakly seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Presented Prevailing Wage Ordinance #6-8-2004-1. King made the motion to accept Ordinance #6-8-2004-1, Ruot seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

Mahone suggested that council consider hiring author Jack Schultz to speak at a special community meeting which will be hosted by the Moweaqua Planning Committee. Mr. Schultz will talk about the problems small towns have and present ideas for growth. Schultz charges $500.00 for his presentation. Mahone made the motion to pay Mr. Jack Schultz $500.00 to speak at an informative community meeting concerning the annexation project, Ruot seconded. Council voting Yes: King, Tolly, Thomas, Ruot, Mahone and Weakly. No: None.

In public participation Kathy Forston was present with questions concerning two trees at the Memorial Tree Park in Forston’s name.

Bill Chasteen was also present to voice complaints.

Tolly made the motion to adjourn, Weakly seconded.
