The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Mike Reschke. Employees present were Rodney Phillips, Ramiro Estrada, Paul Bollhorst, Officer Maynard, Chief McLearin, Lola Allen, Kevin Paddock and Attorney for the Village, Mike Antoline was also present. Others attending included Mike Tolly, Dave Boyd, Ron Smull, Steve Hooper, Janie Wise and Marcia Maynard.

King made the motion to approve the Minutes of the February Regular Meeting, Ruot seconded. Council voting Yes: King, Wise, Ruot, Mahone and Reschke. Abstain: Thomas. No: None.

Thomas made the motion to approve the Minutes of the February Special Meeting, Wise seconded. Council voting Yes: King, Wise, Thomas and Ruot. Abstain: Mahone and Reschke. No: None.

Reschke made the motion to approve the Treasurer’s Report, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mahone made the motion to approve the Bills to be Paid in March, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe stated that there is a need for another Golf Course Board member and suggested that Ed Hanley be appointed. Wise made the motion to approve the appointment of Ed Hanley to the Golf Course Board, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Reschke presented the employee wages, flexible benefits and holidays that the personnel committee recommends for 2009-2010. After discussion King made the motion to approve the proposed wages, flexible benefits and holidays for 2009-2010 with correction of the hourly rate for seasonal part time employees, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Attorney Antoline presented the Intergovernmental Agreement Ordinance #03/10/2009-1 for the Water & Sewer and Street & Alley Departments. Mahone made the motion to approve Intergovernmental Agreement Ordinance #03/10/2009, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Water & Sewer Superintendent Louis Jordan presented 3 bids for a new John Deere backhoe. Martin Equipment’s bid was the lowest at $35,400.00. Mahone made the motion to accept Martin Equipment’s bid of $35,400.00, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Police Committee Chairman Howard Wise reports that the Police Department has lost two of it’s part time patrolmen. Wise stated that Dave McLearin has offered to stay on part time as long as needed and recommends hiring Brian Henn to fill the other vacancy. Wise also welcomed the new Chief of Police, Kevin Paddock to the Village of Moweaqua group.

Lowe requested suggestions regarding TIF management now that the TIF is established. Mahone recommends inviting Jacob and Associates and DMI to the next Regular Meeting if they have anything new to add to their proposals. Council can then compare to see which will best serve the Village’s needs. A decision can be made at the Year End Annual Meeting. Wise will contact both companies before the next Regular Meeting. Wise inquired of Antoline if there is a way to confirm that our TIF district has been registered by Tom Jacob & Associates. Antoline stated that he would call the Secretary of State to confirm. Mahone added that if it has not been registered the final installment bill should be held until it is.

Mayor Lowe requested approval to name the property which has been dedicated by the Bohlens to the Village for a future street. Mayor Lowe stated that in the future the street would most likely carry on North of East Main as well, beside the new Casey’s. Mayor Lowe would like to name the street “Charles Street”. Reschke made the motion to name the property which has been dedicated by the Bohlens “Charles Street”, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Reschke. No: None.

Mayor Lowe requested a motion to adjourn if there was no further business to come before Council. Wise made the motion to adjourn, Ruot seconded. Meeting adjourned at 7:56.
