The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag.  Roll call was answered by Dana Shuster, Marcia Maynard, Joann Lower, Mike Reschke and Shawn Conlin.  Employees present included Louis Jordan, Ramiro Estrada, Sandi Callison, Chad Lamb and, in Liz Nohrens absence, Kaylee Boehm was also present.  Others present included Ed Broaddus, Steve Bainbridge, Dave Little, Dave Boyd, Steve Hooper, Tatum Plain, Jennifer Neece and Ryan Neece.

    Maynard made the motion to approve the minutes of the April Regular Meeting, Conlin seconded.  Council voting Yes:  Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Conlin made the motion to approve the minutes of the Year End Annual Meeting, Lower seconded.  Council voting Yes:  Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Maynard made the motion to approve the Bills to be Paid in May with additions and corrections, Conlin seconded.  Council voting Yes:  Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Lower made the motion to approve the Treasurer’s report, Reschke seconded.  Council voting Yes:  Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    In New Business Mayor Neece requested Council approval to appoint Tatum Plain as Trustee to fill his 2 year unexpired term.  Maynard made the motion to approve the appointment of Tatum Plain as trustee for a 2 year unexpired term, Reschke seconded.  Council voting Yes:  Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested approval to accept verbal resignation from Zoning Administrator Mike Beck.  Beck informed Mayor Neece that he would be resigning as of May 1st.  Lower made the motion to approve acceptance of verbal resignation from Zoning Administrator Mike Beck effective May 1st, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested approval to appoint Dave Little as Zoning Administrator for a one year term.  Maynard made the motion to approve the appointment of Dave Little as Zoning Administrator for a one year term beginning May 1, 2017, Lower seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested approval of Zoning and Planning Commission Appointments.  Mayor Neece stated that if Council approves Lola Allen will serve a 5 year term as Secretary from 2017 to 2022 and Brice Hennings will serve a 5 year term as Committee Member from 2017 to 2022.  Conlin made the motion to approve the Zoning and Planning Commission Appointments as presented, Maynard seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece presented the 2017-2018 Trustee Committee Appointments for approval.  Maynard made the motion to approve the 2017-2018 Trustee Committee Appointments, Conlin seconded. Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.  The approved list of Committees is on file with the Clerk and a copy was provided to each Council member.

    Mayor Neece presented the 2017-2021 Golf Board Appointments for approval.  Ed Hanley, Mike Seitz, Jim Giles and Teresa Toler will be reappointed for 5 year terms from 2017 to 2021.  Conlin made the motion to approve the 2017-2021 Golf Committee Appointments, Maynard seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Village Engineer Steve Bainbridge presented Payment Estimate number 4 from Burdick Plumbing and Heating in the amount of $142,364.92.  The estimate stated that the project is 17{d3bb7c3d20bb2c333f8bbb4cc4dee311415bccd1d2e8a98d1fef6c9530e85137} complete and included an itemized description of completed work and also described what has not been done yet. Copies were provided to Council members for their review.  Maynard made the motion to approve payment estimate number 4 in the amount of $142,364.92 to Burdick Plumbing and Heating, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Bainbridge presented a “Resolution Authorizing a Representative to Sign EPA Loan Documents”.  Bainbridge explained that this Resolution is simply a document to change the Representative from the previous Mayor to Mayor Neece.  Lower made the motion to approve the Resolution Authorizing a Representative to Sign EPA Loan Documents, Reschke seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Attorney Boehm presented for approval the 2017-2018 attorney retainer  statement.  Boehm stated that the retainer fee has been increased from the previous year fee of $10,000.00 to $10,500.00.  Boehm also explained that Dove and Dove will continue to assist with FOIA requests but that Council should appoint a Village Employee or Official to that position as well.  After discussion, Maynard made the motion to approve payment of $10,500.00 to Retain Dove and Dove Attorney’s for 2017-2018, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested that the Treasurer, Sandi Callison and Clerk, Mischelle Davis come forward.  Mayor Neece and the Village Trustees presented to Callison and Davis each a $250.00 gift card.  Mayor Neece explained that Callsion and Davis have both been employed with the Village of Moweaqua for over 25 years.  Mayor Neece stated that they were receiving the gift cards in recognition of 25 years of dedicated service.  The Treasurer and Clerk were surprised and grateful to be acknowledged.    

     Lower made the motion to appoint Liz Nohren and Village Clerk, Mischelle Davis as FOIA Officers for 2017-2018, Maynard seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Street and Alley Superintendent Ramiro Estrada presented the Moweaqua Fire Protection District/Village of Moweaqua Training Facility Intergovernmental Agreement for approval.  After review and discussion Lower made the motion to approve the Moweaqua Fire Protection District/Village of Moweaqua Training Facility Intergovernmental Agreement, Plain seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Attorney Nohren presented the NARCAN Policy Ordinance #2017-4.  Nohren stated that all municipalities are now required to have a NARCAN Policy in place that allows for the use of NARCAN in the event of heroin overdose.  Lower made the motion to approve NARCAN Policy Ordinance #2017-4, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested approval to let property located at 502 S. Plum out for bid.  The buildings have been removed and 502 S. Plum is now an empty corner lot.  Conlin made the motion to approve accepting sealed bids for the property located at 502 S. Plum, Plain seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

   Mayor Neece called on Officer Lamb to discuss upcoming training.  Officer Lamb requested approval for himself and Chief Maynard to attend a Patrol Rifle Training.  Cost of the training is $200.00 per officer.  After discussion Conlin made the motion to approve Officer Lamb and Chief Maynard attending a Patrol Rifle Training at a cost of $200.00 per officer, Lower seconded.  Council voting Yes:  Plain, Shuster, Lower, Reschke and Conlin.  No:  Maynard.

    Mayor Neece requested approval to purchase Office Equipment for the Mayor’s office and also the Treasurer.  Mayor Neece stated that the Treasurer is in need of a new computer and monitor in order to upgrade her software program and he would like a new monitor for his office.  Neece stated that the approximate total for all the equipment is $1,000.00.  Lower made the motion to approve purchasing a computer and two monitors for approximately $1,000.00, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece presented a request for reimbursement of two gift cards given to the Village Clerk and Treasurer.  The total reimbursement requested is $506.00.  Maynard made the motion to approve reimbursing Mayor Neece $506.00 for gift cards given to the Clerk and Treasurer, Conlin seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Street and Alley Superintendent Ramiro Estrada presented two quotes for Street and Alley Department Shed Engineering Services.  After discussion Maynard made the motion to approve the bid of $ 8,200.00 from BGM Engineering, Plain seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.

    Mayor Neece requested a motion to enter Executive Session if there was no further New Business.  Conlin made the motion to enter Executive Session Regarding the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of a Specific Employee, Shuster seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin. No:  None.

    Conlin made the motion to end Executive Session, Reschke seconded.  Council voting Yes:  Plain, Shuster, Maynard, Lower, Reschke and Conlin.  No:  None.
