REGULAR MEETING

November 10, 2020

     The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag.  Roll Call was answered by Kenny Long, Fore, Conlin, Malone, Whitney and Hayes.  Employees present were Chief McReynolds, Ramiro Estrada, Brad Sams, Mischelle Davis and Attorney for the Village Scott Garwood was also present.  Others present included Amanda Ade Harlow, Bob and Lonnie Curry, Brandon Rarick, Tyler McLean, Brent Jostes and Jackie and Riley Brinkley. 

     Conlin made the motion to approve the Consent Agenda with additions and corrections including the September Special Meeting Minutes, October Regular Meeting Minutes, Bills to be Paid in November and Treasurer’s Report, Whitney seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Conlin made the motion to rescind the September 8, 2020 motion to approve TIF Resolution #2020-R11 and Agreement for Moweaqua Township Park District Central Park Restrooms.  The Park Board reported that after receiving bids and due to COVID supply circumstances, the cost of materials for the project is nearly double what was expected. They will hold off on this project.  Conlin made the motion to approve Rescinding the September 8, 2020 motion to approve TIF Resolution #2020-R11 and Agreement for Moweaqua Township Park District Central Park Restrooms, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mayor Neece presented TIF Consultant Keith Moran’s TIF Reimbursement Recommendations for tax year 2019 payable 2020.  Fore made the motion to accept TIF Consultant Keith Moran’s recommendation for TIF Reimbursements for tax year 2019 payable 2020, Conlin seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mayor Neece presented a request from Brent Jostes for TIF funds in support of the costs expected to be incurred with the construction of a new residential home for personal use.  The applicant owns the vacant undeveloped property located at 704 N. Putnam and would like to use the property for the construction of a new single-family home.  After considering all criteria required for the use of TIF funds TIF Consultant Keith Moran recommends that this application be denied.  Under current program guidelines, the construction of private residential homes is not a qualifying project. Moran adds that the use of public financing to support private residential projects does not achieve the goals or objectives of the redevelopment plan as there is no “public benefit”.  Malone made the motion to deny Brent Jostes Application of TIF assistance siting “Non-qualifying project and lack of qualifying eligible costs”, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mayor Neece presented a quote of $9,039.90 from Ameren Il for the installation of 9 new lights and poles along East Main Street.  Conlin made the motion to approve the quote of $9,039.00 for installation of 9 new streetlights and poles, waiving permit fees for boring under the roadway and easement, Hayes seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None. 

     Mayor Neece presented a Façade Grant Application submitted by Terry and Bev Yoder, owners of the Moweaqua Packing Plant.  Proposed improvements include adding a new entrance door on front of retail area.  After discussion Fore made the motion to approve the Façade Grant Application submitted by Terry and Bev Yoder not to exceed $2,000.00, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Brandon Rarick, owner of ACTS requested that Council consider waiving the permits and fees associated with the second phase of installation of ACTS fiberoptics.  Whitney made the motion to waive permits and fees associated with the second phase of installation of ACTS fiberoptics, Hayes seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Attorney Garwood presented Tax Levy Ordinance #2020-27 for approval.  Council was provided a copy for review in advance.  Fore made the motion to approve Tax Levy Ordinance #2020-27, Conlin seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Street and Alley Superintendent Brad Sams presented two quotes for a stainless steel under tail gate spreader.  Rahn Equipment was the lowest quote at $3,870.00.  Conlin made the motion to approve the quote of $3,870.00 from Rahn Equipment for a spreader, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

      Finance Committee Chairman Shawn Conlin presented requests for donation from the Children’s Toy Depot and Christmas on Main.  Whitney made the motion to approve donating $500.00 to the Children’s Toy Depot, Whitney seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Whitney made the motion to approve donating $500.00 to Christmas on Main Committee, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mischelle Davis presented a quote from Affordable Shred, a company that provides a 65-gallon locked tote and picks up the full tote every other month for $34.00.  If an additional pick up is required before scheduled, the charge is $22.00.  Documents are shredded on site to ensure security.  After discussion Whitney made the motion to approve the quote of $34.00 for every other month pick up from Affordable Shred, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Conlin made the motion to enter Executive Session regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee, pending litigation and/or real estate, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Whitney made the motion to end Executive Session, Malone seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.

     Mayor Neece requested a motion to adjourn if there was no further business to come before Council.  Conlin made the motion to adjourn, Long seconded.  Council voting Yes:  Long, Fore, Conlin, Malone, Whitney and Hayes.  No:  None.
