The July Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Louise Weakly. Employees present were Chief McLearin, Carol Duncan, Louis Jordan, Lola Allen, Officer Maynard, Paul Bollhorst and Attorney for the Village, Mike Antoline, was also present. Others attending included Dean Voudrie, Janie Wise, Connie King and Bill Chasteen.

King made the motion to approve the June Rescheduled Regular Meeting Minutes, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Thomas made the motion to approve the Treasurer’s Report, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

King made the motion to approve the Bills to be Paid in July, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

First in New business Mayor Lowe explained that it is necessary to amend the 2005-2006 budget to include fees that will be incurred for implementing the TIF and also legal fees associated with implementing the TIF. Mayor Lowe reports speaking to Ed Heck, Chairman of the Moweaqua Community Development Committee, about the possibility of being able to pay those fees from the Revolving Loan Fund. Heck will look into grants that might be available for this purpose. Mahone made the motion to approve the amended 2005-2006 budget, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Mayor Lowe moved on to the next topic in New Business, Voudrie’s Varinance. The Zoning Board of Appeals met on July 7th to decide if Voudrie will be allowed to build a 40’ by 60’ garage on his property and have it located directly on the West property line. Five of the six zoning members present voted to grant the Variance, one member abstained. After discussion King made the motion to grant Voudries variance with the stipulation that he must build 5 feet off of the West property line, Wise seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Attorney Antoline presented Annual Appropriation Ordinance #7-12-2005-1. Mahone made the motion to approve the Annual Appropriation Ordinance #7-12-2005-1, King seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Attorney Antoline presented Ordinance #7-12-2005-2 authorizing the execution of a Professional Services Agreement between the Village of Moweaqua and Thomas Jacob & Associates and The Economic Development Group, LTD. Mahone made the motion to approve Ordinance #7-12-2005-1, King seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

After asking for further questions or comments Mayor Lowe called the meeting adjourned.
