The May Regular Meeting of the Moweaqua Village Council was called to order by Mayor Lowe leading in the Pledge to the Flag. Roll Call was answered by Jon King, Howard Wise, Mark Thomas, Steve Ruot, Jim Mahone and Louise Weakly. Employees present were Louis Jordan, Lola Allen, Chief McLearin, Paul Bollhorst, Officer Maynard, Carol Duncan and Attorney for the Village, Mike Antoline, was also present. Others attending included Larry and Jill Minott, Brent Jostes, Dave Benson, Dave Good, Mike Beck, Janie Wise, Scott Flannery and Jon Plain.

Ruot made the motion to approve the minutes of the April Regular Meeting, Thomas seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Weakly made the motion to approve the Treasurer’s Report, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Thomas made the motion to approve the Bills to be Paid in May, Weakly seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Mayor Lowe requested a motion to approve the appointment of Sandi Callison as Treasurer and also suggested that Council consider indefinite appointment for the Treasurer position. Some employees are appointed indefinitely while others are appointed yearly or every four years. Mahone made the motion to appoint Sandi Callison

as Treasurer, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Attorney Antoline presented Ordinance #5-9-2006-1, a Dedication of Easement to the Village of Moweaqua. Kevin and Debbie Wiseman agreed to grant permanent easement to the Village of Moweaqua for the purpose of constructing a Welcome to Moweaqua sign. Ruot made the motion to approve Ordinance #5-9-2006-1, Mahone seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Attorney Antoline discussed with Council a request from Dave Benson of Benson’s Disposal for an official license to do business in the Village of Moweaqua. King made the motion to grant Benson’s Disposal a license to do business in the Village of Moweaqua, Weakly seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None. Date of the license shall be May 1, 2006 to April 30, 2007.

Attorney Antoline presented Ordinance #5-9-2006-2 approving and permitting variances relating to certain property located at 402 S. Putnam within the Village of Moweaqua. Thomas made the motion to accept Ordinance #5-9-2006-2, Ruot seconded. Council voting Yes: King, Wise, Thomas, Ruot, Mahone and Weakly. No: None.

Mayor Lowe asked Scott Flannery to come forward and be officially sworn in by the Clerk as part time patrol officer. Flannery was appointed at the Year End Annual meeting.

Larry Minott and Brent Jostes of DMJ Construction were in attendance to ask questions about developing a subdivision in the proposed TIF district. Minott wanted to know if he could start development of the subdivision before the land is annexed and the TIF is actually formed. Attorney Antoline stated that usually the TIF is in place before any developing occurs but there are exceptions. Antoline agreed to contact Dan Walker of Jacob and Associates and have the consultant contact Minott directly.

Ruot made the motion to adjourn the meeting, Weakly seconded.
